A roadmap "serving the climate and responding to social emergencies." The Communist Party (PCF) will propose a "pact for France" advocating "an investment plan of 500 billion euros over five years," declared its national secretary Fabien Roussel on Saturday, August 23. "We will make available, at the Fête de l'Huma (September 12-14), to the forces of the left and to all French people, a proposal for a pact for France," explained the party's leader during his speech at the PCF Summer University in Montpellier.
The communists are advocating a plan "to take back the money, to take control of the money that exists in our banks, in the Caisse des Dépôts, at the European Central Bank" , in order to "lend at zero interest to communities, businesses, the State on the basis of defined criteria and in the service of the climate" and "social emergencies" . To do this, it is "essential to nationalize part of the banking sector ", he added.
The PCF proposes "to increase salaries immediately, to increase pensions, to lower taxes on basic necessities, to immediately lower the price of electricity" , as well as the construction of "200,000 homes per year" . Also included in this program are "the production of twenty new nuclear power plants" and an "investment plan in the railway network to be able to prefer the train, but also to lower the price of tickets" . The PCF also intends "to plan the hiring and training, under status, of hundreds of thousands of teachers, caregivers, social workers, customs officers, police officers, territorial agents" .
If François Bayrou's budget "does not move" and if the Prime Minister "intends to force it through once again" , "there will be a motion of censure and we will vote for it" , added the head of the PCF, who "will support" all the union mobilizations as well as the movement, born on the internet, calling for France to be "blocked" on September 10 .
